COMMUNITY RESILIENCY PLANNER

The Procurement Unit is responsible for providing management, oversight, review, and support of all procurement functions at NYCEM.  NYCEM procurements are governed by the City Charter and the City Procurement Policy Board (PPB) Rules. The NYCEM Geographic Information Systems (GIS) Unit produces reliable location-based information through the integration, analysis, and visualization of essential data distributed in the form of maps, datasets, summary metrics, and associated applications. RECORDS PROGRAM MANAGER

The Office of the Chief Counsel provides legal advice to NYCEM executives and staff regarding critical, strategic, legal and policy issues facing the agency, engages in transactional work in support of the NYCEM mission and coordinates with the NYC Law Department, Office of the Counsel to the Mayor, and other local, state and federal counsels regarding various legal issues ranging from emergency events to litigation, which impact the agency. The Office of Chief Counsel is comprised of the Legal Affairs Unit, Disability, Access, and Functional Needs (DAFN) Legal Unit, and the Records Management Unit.  The Records Management Unit is responsible for leading and managing the NYCEM records management program. It develops and implements policies and procedures to manage agency records throughout their life cycle, from creation to their final disposition, and works with units and personnel to ensure all staff are aware of and can apply records management best practices into their daily course of business.  The Records Management unit is looking for a Records Program Manager who will work under the directions of the Chief Counsel and the Deputy Director, Records. The Program Manager will assist with maintaining and managing the agencyâs electronic and physical records. PUBLIC WARNING SPECIALIST

The Response Bureau is responsible for monitoring incidents throughout the City, alerting the public and City agencies, initiating NYCEM response, on-scene coordination, and special event planning and coordination. It is comprised of Watch Command, Field Response Unit, and the Response Support Unit.   The Watch Command unit monitors citywide radio frequencies; local, national, and international media; and weather forecasts 24 hours per day, seven days per week. They function as the central notification point for NYC, transmitting notifications to agencies and Notify NYC messages. Watch Command also dispatches Citywide Interagency Coordinators, deploys the Interagency Communications Vehicle and in support of incident command, dispatches assets, subject matter experts and request additional agency support when necessary.  Public Warning Specialists (PWS) work within Watch Command, NYCEMâs 24/7 Operations Center. PWSâ are responsible for the issuance of Notify NYC messages and activation of FEMAâs Integrated Public Alert & Warning System (IPAWS) during catastrophic incidents. Reporting to the Director of Public Warning and Public Warning Program Manager, the candidate will: â¢	Prepare and disseminate notifications, alerts, and messages for Notify NYC, the City of New York's official source for information about emergency events and important City services  â¢	Provide ongoing system monitoring â¢	Ensure that public safety communications are properly processed â¢	Ensure that data is correctly formatted; Perform quality assurance assessments of data  â¢	Perform testing and maintenance of notification systems â¢	Prepare operational reports and analysis â¢	Monitor multiple sources of information related to data telecommunications â¢	Communicate with various agencies and organizations to confirm the scope and impact of data relating to incidents â¢	Support the collection and analysis of data utilizing multiple sources of information, including GIS, to develop reporting systems â¢	Participate in telecommunications testing and coordinate special projects as assigned  â¢	Assist with Ready New York presentations to external groups.  **PLEASE NOTE THE FOLLOWING:    Â¿	Funding â This position is supported with a federal Urban Area Security Initiative (UASI) grant funding through 8/31/2025 with the possibility of an extension.
