The Civilian Complaint Review Board (CCRB) receives and investigates approximately 5,000 complaints each year. The largest civilian oversight agency in the United States, the CCRB is an independent, non-police agency. It is empowered to investigate, make findings and recommend action on complaints against New York City police officers that allege the use of excessive Force, Abuse of authority, Discourtesy and/or Offensive language.   Administration Unit  The Budget and Operation Unit is charged with managing the Agencyâs PS and OTPS budget and oversee the day-to-day operations. The unit is currently seeking a highly motivated, highly organized and detailed oriented individual to serve as administrative coordinator. The Administrative Coordinator will report to and receive direction from the Director of Budget and Operations and Deputy Director of Operations. Specific duties for this position may include the following but are not limited to:   Tasks and Responsibilities:  1. Provide general clerical administrative support to the Fiscal Budget Operation unit including scanning, filing, fulfilling office supplies, inventory management and organization.  2. Update and maintain internal excel spreadsheets pertaining to budget and procurement progress. 3.Assist with preparation of budget modification, procurements, payments and other financial actions using FMS2, FMS3 and Passport.  4. Generate periodic financial reports for the team and supervisor.  5. Proactively reach out to vendor to ensure accounts are in good standing and invoices are paid up to date, build and sustain vendor customer relationship.  6. Coordinate with internal business units to fulfill operation requests.  7. Properly maintain vendor deliverables and work order documentation to substantial payments.  8. Maintain and track grant expenditures and assist with claiming process to NYS.  9. Adequate maintain and monitor fleet and agency assets records. 10. Perform other related assignments and special projects as assigned by the Unit Supervisor.

COMMUNITY COORDINATOR

The Civilian Complaint Review Board (âCCRBâ) is charged with investigating, mediating, and prosecuting complaints which members of the public file against New York City police officers alleging the use of force, abuse of authority, discourtesy, offensive language, untruthful statements made by officers, and racial profiling and biased policing. The Board consists of 15 members who are appointed by the Mayor, the City Council and Public Advocate or designated by the police commissioner. The Board is responsible for governing the agency. The Executive Director is responsible for the day-to-day operations of the agency. As the largest police oversight agency in the United States, the CCRB currently investigates approximately 4,500 complaints each year.   An integral part of the CCRB's mission is its mandate to conduct community outreach to educate the public about the agency and their rights during police encounters. The agency is staffed with Community Outreach Coordinators to carry out this mandate. Additional information concerning the CCRB is available at www.nyc.gov/ccrb.   The Outreach Coordinator reports directly to the Director of Outreach and the duties and responsibilities of the position include but are not limited to the following:   1. Promote the mission of the Civilian Complaint Review Board (CCRB) to the community and various community groups.   2. Cultivate and maintain relationships with civic boards, community boards, public housing coordinators, other community partners, and police precinct council representatives.   3. Liaise with the public, civic organizations, and elected officials.   4. Travel citywide to attend and participate in community events and public meetings.   5. Conduct on average twenty in-person and virtual neutral and unbiased presentations and/or discussions with community partners monthly, to improve the community's knowledge of the CCRB, to outline the role the agency plays in the community, and to foster positive community dialogue on the issue of civilian rights and responsibilities during police encounters.   6. Attend and assist with preparation of monthly agency board meetings to respond to attendees and disseminate board meeting documents and outreach information and brochures.   7. Maintain a detailed working knowledge of the CCRB, including its history, agency structure, annual statistics, and complaint processes.   8. Keep abreast of current events related to the mission of the agency.   9. Maintain and update an organized database of community partners, and contact these partners to schedule informational presentations about the CCRB.   10. Assist in the development of special projects, new initiatives, and outreach materials.   11. Undertake administrative tasks associated with outreach presentations, including scanning, inventory, and data entry to an internal database to record completed public education activities.   12. Perform administrative tasks at the direction of the Senior Advisor and Director of Intergovernmental Affairs and other executive staff regarding matters relevant to community outreach.

Administrative Prosecution Unit (APU) Prosecutor

EXECUTIVE AGENCY COUNSEL

The CCRBâs Administrative Prosecution Unit prosecutes cases in which the CCRB Board substantiated a complaint and recommended that charges be brought against the subject officer.  Currently, the unit is headed by a Chief Prosecutor and two Deputy Chief Prosecutors; and staffed with seven prosecutors; a Supervising Trial Preparation Assistant and two Trial Preparation Assistants; and two Administrative Assistants.  Prosecutors report to the APUâs Chief and Deputy Chiefs.  The Prosecutor's responsibilities include, but are not limited to:  â¢ Preparing cases for trial, including identifying and interviewing witnesses, gathering and analyzing evidence, developing trial strategies, drafting opening and closing arguments, presenting and cross examining witnesses at trial, etc.;    â¢ Drafting charges and specification; 	 â¢ Preparing briefs, motions, legal opinions and other legal documents;  â¢ Negotiating plea agreements and recommending penalties when appropriate;  â¢ Maintaining accurate and complete records of actions taken during the course of the prosecution;  â¢ Working closely with CCRB investigators;  â¢ Being knowledgeable about NYPD policies and procedures, including the recently implemented Disciplinary Matrix;  â¢ Coordinating with the NYPD Department Advocate's Office as necessary;  â¢ Participating in the training of CCRB investigators; and  â¢ Performing special projects and developing policy recommendations for CCRB's Board and Executive staff as needed.

ABOUT THE MEDIATION SCHEDULING SQUAD   As part of the re-organization of the Investigations Division, the Mediation Scheduling Squad will be charged with coordinating, scheduling, processing, and other administrative tasks related to facilitating alternative dispute resolution proceedings involving civilians with mediation-eligible complaints against NYPD Members of Service.  RESPONSIBILITIES: MEDIATION SCHEDULER   Reporting to the Chief of Investigations or designee, Mediation Schedulers are entry-level staff members that will be responsible for some or all of the following:   â¢ Understand, embrace, and effectively communicate the CCRBâs mission and the role that Alternative Dispute Resolution plays in advancing the agencyâs mission.   â¢ Interact with civilians, Members of Service, and colleagues in a professional, courteous, and mission-driven manner.   â¢ Receive and process referrals of mediation-eligible cases from investigators.   â¢ Initiate and maintain effective communication with civilians, Members of Service, and other stakeholders to establish or confirm their desire to participate in alternative dispute resolution (mediation) and to keep all parties apprised of the status of their case in the lead-up to the mediation.  â¢ Liaise with mediators and involved parties to coordinate schedules for mediations.  â¢ Respond in a professional and timely manner to telephone calls and other inquiries from parties seeking information on the status of their mediation-eligible case.   â¢ Produce reports and respond to requests for information from the Board, the Executive Director, the Chief of Investigations, or designees about the Mediation Scheduling Squadâs docket, individual Mediations Schedulersâ dockets, or about individual mediation-eligible cases.   â¢ Ensure that matters that are not mediated successfully are returned to investigators.   â¢ Handle confidential materials in a professional, trustworthy, discreet and confidential manner.  â¢ Perform various data entry tasks.   â¢ Design, implement and maintain file organization system.   â¢ Copy, scan, store and dispose of files and documents as needed.   â¢ Participate in individual and collaborative problem-solving to advance mediation-eligible cases in an expeditious manner consistent with the agencyâs mission.   â¢ Other tasks as may be directed by the Board, the Executive Director, the Chief of Investigations, or designees.

Junior Assistant General Counsel

The Civilian Complaint Review Board (âCCRBâ) is an independent agency charged with investigating and mediating complaints which members of the public file against New York City police officers involving the use of excessive or unnecessary force, abuse of authority, discourtesy or the use of offensive language. The Board which governs the CCRB consists of 15 members, with five members appointed by the Mayor, five members appointed by the NYC City Council, three designated by the Police Commissioner, one appointed by the Public Advocate, and the Chair is appointed jointly by the Mayor and City Council. The Executive Director is responsible for the day-to-day operations of the agency. As the largest police oversight agency in the United States, the CCRB currently investigates approximately 4,500 complaints each year, and has Mediation, Outreach and Training Units. The CCRB is also charged with operating its Administrative Prosecution Unit (âAPUâ) which prosecutes all cases substantiated by the Board. Job Description  The CCRB seeks to hire a Junior Assistant General Counsel to provide legal review of investigations before investigative case files are submitted to the Board for closure and to assist Senior Assistant General Counsels in providing legal advice to the Board. Additionally, the Junior Assistant General Counsel will assist in the training of investigators, supervisors, and Board Members and identify policing issues or practices that could be corrected through Board policy recommendations. The Junior Assistant General Counsel will report to the Senior Assistant General Counsels regarding legal and investigative issues. The Junior Assistant General Counsel will also assist Freedom of Information Law (âFOILâ) Attorneys manage the processing of certain requests under the Freedom of Information Law and work on special projects for the Office of General Counsel. After an initial training period, the role is eligible for a hybrid work schedule.

The Civilian Complaint Review Board (âCCRBâ) is charged with investigating, mediating, and prosecuting  complaints which members of the public file against New York City police officers alleging the use of force, abuse of authority, discourtesy,  offensive language, untruthful statements made by officers, and racial profiling and biased policing. The Board consists of 15 members who are appointed by the Mayor, the City Council and Public Advocate or designated by the police commissioner. The Board is responsible for governing the agency.  The Executive Director is responsible for the day-to-day operations of the agency. As the largest police oversight agency in the United States, the CCRB currently investigates approximately 4,500 complaints each year.  In April 2021, the New York City Council passed Intro 2212, which clarified that the CCRB has the authority to investigate complaints of racial profiling and other forms of biased policing made by members of the public against New York City police officers.  To execute this newly clarified authority, the CCRB has created a Racial Profiling and Biased Policing (âRPBPâ) Investigations Unit. Reporting to the Director and Deputy Director of the RPBP Unit the Investigating Attorney responsibilities include, but are not limited to, receiving, investigating, and managing civilian complaints of police misconduct that allege racial profiling and/or other forms of biased policing based on race, color, religion, gender, sexual orientation, age, disability, immigration or housing status.  The Investigating Attorney must then:  â¢ Contact and schedule complainants for interviews to discuss incidents in detail. â¢ Interview witnesses of different racial, religious, and socioeconomic backgrounds, gender identities, and sexual orientations, some of whom may have mental or physical disabilities. â¢ Analyze and interpret rules, regulations, and policies as outlined in the NYPD Patrol and Administrative Guides, as well as relevant municipal, state and federal anti-discrimination statutes and court decisions. â¢ Request and obtain confidential and sensitive documentary evidence for cases, including but not limited to BWC footage, surveillance and/or cellphone footage, medical records, and police documents from both the NYPD and private entities (some field work may be required) â¢ Schedule and conduct interviews of New York City police officers, who are represented by union attorneys and who are mandated by the NYPD Patrol Guide to provide a statement. â¢ Work with CCRB data analysts to obtain and quantitatively analyze data relevant to allegations of biased conduct by NYPD officers. â¢ Compose and summarize details of complainant, subject, and witness interviews. â¢ Create Board Review Reports which concisely describe factual findings, applicable law, rules and reasoning employed to arrive at conclusion and submit all reports and suggested recommendations to the CCRB Board.  An Investigating Attorney should have the ability to:  â¢ Manage multiple on-going cases and investigative projects at the same time â¢ Draft legal documents involving complex analysis â¢ Provide recommendations on questions of law and policy â¢ Engage with vulnerable populations with sensitivity and respect â¢ Maintain sensitive and confidential information
